Legal Framework

We support institutions responsible for training, further education and examination procedures in vocational education and training, companies, and state and private vocational training institutions in the design of legal framework conditions in vocational education and training.

In cooperation with experts from the German skilled crafts sector, we develop training regulations that ensure that training meets the needs of the economy and that the content of company and school training is optimally linked. By supporting the development of company training plans, we ensure that the training objective is achieved within the specified time, that the training process in the company is clearly structured, that all training content is taught comprehensively and that the individual strengths and weaknesses of the trainees are taken into account.

We develop further training regulations to improve the vocational training system, enable career advancement and deepen employees‘ specialist skills. Standardized examination procedures ensure the general recognition of qualifications, prevent the misuse of qualification certificates and promote equal opportunities for candidates.

Joint development of training regulations

A uniformly structured training program based on a defined job profile with job description and examination requirements has been developed.

Joint creation of a company training plan

On the basis of the training regulations, plans are developed for the training process that are structured in terms of subject matter and time and are tailored to the specific circumstances in the respective company.

Building on vocational qualifications in the skilled crafts, regulations have been developed for further training opportunities in which entry requirements and examination requirements are defined.

The aim is to develop examination and certification models as well as suitable instruments within the framework of dual vocational training courses in Costa Rica. Uniform national standards are being defined and tested. The piloting of the developed models will start in the dual training courses „Web Development“ and „Electrical Engineering“. We are responsible for the latter in collaboration with the South Thuringia Chamber of Crafts. Together, we are responsible for the content design and implementation of a series of workshops on the planning and implementation of examinations and certification. Furthermore, all relevant partners for the examination system in electrical engineering will be made fit for this. Specifically, this includes the development and implementation of the content, methods, tools, and tasks required for a standardized state-wide testing procedure. We also provide operational support in the implementation of dual initial training in electrical engineering, maintain contact with all stakeholders and help to attract companies and trainees to dual training.

Together with the Chamber of Skilled Crafts for Munich and Upper Bavaria, we implemented the GIZ project „Vocational training in the bricklaying craft in Kosovo“. The centerpiece of the project was the further training of 18 building craftsmen to become „qualified vocational trainers in the bricklaying craft“. In addition to their construction skills, the builders also expanded their methodological skills as trainers and acquired modern know-how to train young people as bricklayers. The training participants also took part in a delegation trip to Upper Bavaria to experience dual vocational training first-hand at the Chamber of Skilled Crafts‘ vocational training centers in Traunstein and Weilheim. After the final written, practical, and oral examinations, two additional training courses were held at the request of the training participants on the topics of „Communication and leadership“ and „Safe handling of woodworking machines“. On October 8, 2019, the certificate presentation ceremony took place in Pristina as part of the 20th anniversary of German-Kosovan vocational training cooperation.

Together with our partner, the German Confederation of Skilled Crafts, we pursued the main goal of supporting the establishment and further development of structures for international cooperation in vocational education and training – exemplified by the skilled crafts sector. The SCIVET project therefore focused in particular on developing and introducing a general quality framework for international VET cooperation, using the skilled crafts sector as an example.
